This is called a frescoe. A frescoe is a type of mural, painted on moist plaster with water-based paints.

This particular piece is called something called glass blowing, which are decorative bottles that are made of blown glass (literally blown through a pipe by human breath).

You may see some of the art above in places like Roman or Italian restaurants, churches, homes, and sometimes even on the sides of regular buildings.
Glass blowing is still an artifact of todays art genres. Now a days we use more high class materials to blow the glass such as glass pipes, torches and certain elements that had not yet been founded during the ancient Roman times, this is just an example of how the Roman influences on art are so important; I mean they might as well be considering that they lasted hundreds of years.
